Arizona’s new crypto ATM law has helped 35 scam victims recover a combined $171,332, highlighting stronger consumer protections for people using Bitcoin and cryptocurrency kiosks.

A new Arizona law targeting cryptocurrency ATM fraud has helped 35 scam victims recover a total of $171,332 since the legislation took effect in September 2025.

The Arizona Attorney General’s Office said the refunds were issued to qualifying victims of fraudulent cryptocurrency ATM transactions and urged residents to report suspected scams quickly.

The law provides eligible customers with the ability to receive a full refund, including associated transaction fees, when they meet specific reporting requirements.

The development adds another layer of consumer protection around Bitcoin and cryptocurrency ATMs, which have increasingly become a target for fraudsters using impersonation, fake investment opportunities and emergency-payment scams.

Arizona Crypto ATM Law Provides Refunds to Scam Victims

Under House Bill 2387, cryptocurrency kiosk operators must refund eligible new customers when they are fraudulently induced into making a transaction.

The law requires victims to take action within 30 days.

Customers must notify both the crypto ATM operator and the Arizona Attorney General's Office or another law enforcement agency. They must also provide the operator with an official report establishing that the transaction resulted from fraud.

The Arizona Attorney General's Office said victims should report suspected fraud as soon as possible rather than waiting until the deadline.

Who Qualifies for a Crypto ATM Refund?

The Arizona law establishes specific requirements for customers seeking reimbursement.

A qualifying new customer is generally defined as someone who has used a particular crypto kiosk operator for fewer than 10 days.

The law also limits transaction amounts for these new users.

New customers are subject to a daily transaction limit of $2,000, while existing customers can have a higher daily limit of up to $10,500.

These restrictions are designed to reduce the amount of money that scammers can quickly extract from first-time or inexperienced crypto ATM users.

Bitcoin ATM Scams Have Become a Consumer Protection Issue

Crypto ATMs can provide a simple way for users to buy Bitcoin and other digital assets with cash.

However, the same accessibility can make the machines attractive to scammers.

Fraudsters may instruct victims to visit a cryptocurrency ATM and send Bitcoin or another digital asset to an address controlled by the scammer.

Common tactics can include fake government demands, impersonation of banks or law enforcement, fraudulent investment opportunities and fake technical-support claims.

Once cryptocurrency is sent to an address controlled by a scammer, recovering the funds can be difficult because blockchain transactions are generally irreversible.

Arizona's refund rules therefore create an additional protection for certain users who are manipulated into making fraudulent transactions.

Arizona Law Took Effect in September 2025

House Bill 2387 became effective on Sept. 26, 2025.

The legislation establishes requirements for cryptocurrency kiosk operators and introduces additional protections for customers who are victims of fraud.

The official Arizona Legislature document outlines the requirements surrounding eligible customers, transaction limits and refunds.

The 30-day reporting requirement is particularly important.

Victims who fail to report a qualifying fraudulent transaction within the required period may not be eligible for the protections provided by the law.

35 Victims Have Already Recovered More Than $171,000

According to Arizona officials, 35 victims have collectively recovered $171,332 since the law came into effect.

That works out to an average recovery of roughly $4,895 per victim, although individual refunds can vary significantly depending on the amount lost.

The refunds demonstrate that the law can provide a mechanism for victims to recover funds that might otherwise have been difficult to retrieve.

Arizona Attorney General Kris Mayes encouraged victims to contact her office promptly after discovering a fraudulent crypto ATM transaction.

The state's guidance emphasizes that reporting quickly is essential because the law establishes a strict 30-day window.

What the Arizona Rules Mean for Bitcoin Users

The legislation does not change how Bitcoin itself works.

Bitcoin transactions remain recorded on a decentralized blockchain and generally cannot be reversed by a central authority once confirmed.

Instead, Arizona's law places specific obligations on crypto ATM operators when qualifying customers are fraudulently induced into making transactions.

That distinction is important.

The protection comes from the legal and commercial relationship between the customer and the kiosk operator rather than from the Bitcoin network itself.

What Crypto ATM Users Should Do After a Scam

Users who believe they have been tricked into sending cryptocurrency through an Arizona crypto ATM should act immediately.

They should:

  1. Contact the crypto ATM operator.

  2. Report the incident to law enforcement or the Arizona Attorney General's Office.

  3. Obtain the required official report.

  4. Provide the documentation to the operator.

  5. Complete the process within the 30-day deadline.

Users should also preserve transaction receipts, wallet addresses, screenshots, phone numbers, messages and other information connected to the scam.

These records can help investigators and operators establish what happened.
