A key Senate procedural vote on the CLARITY Act could trigger a short-term crypto rally, with analysts expecting Ether, Solana and XRP to benefit from greater regulatory clarity.

Ether, Solana and XRP Could Benefit if CLARITY Act Advances

The U.S. Senate is set to take an important procedural step on the Digital Asset Market Clarity Act, with the outcome potentially influencing how traders position across major cryptocurrencies.

The Senate schedule lists a vote at approximately 2:15 p.m. ET on Tuesday, Sept. 15, on a motion to invoke cloture on the motion to proceed to H.R. 3633, the CLARITY Act. U.S. Senate schedule

The vote would not make the legislation law. Instead, a successful cloture vote would clear a procedural hurdle and allow the Senate to move toward debate and potentially a later final vote. The distinction is important because markets could react to the advancement of the bill even though its eventual passage remains uncertain.

Analysts See a Close Procedural Vote

Tim Sun, a senior researcher at HashKey Group, described the immediate outcome as highly uncertain. He estimated that the procedural vote has roughly a 50% chance of passing, while putting the probability of the CLARITY Act becoming law by the end of the year below 20%.

“Currently, the probability of the procedural vote passing is a coin toss, around 50%, while the odds of the bill becoming law by the end of the year are below 20%,” Sun told CoinDesk.

Lacie Zhang, a research analyst at Bitget Wallet, similarly indicated that traders are not positioned as though passage is guaranteed. That uncertainty could make the market reaction particularly sensitive to the actual Senate result rather than expectations that have already been priced into cryptocurrencies.

The bill would establish a broader framework for digital-asset markets and clarify regulatory responsibilities. Bitcoin Could Move Sharply, but ETH May Lead

TDX Strategies, a quantitative digital-assets trading firm, expects bitcoin to react strongly if the cloture vote succeeds.

“An unexpected ‘Yes’ vote would spark an aggressive upside move in [BTC], breaking key $82k resistance and targeting the $88k–$90k range,” the firm said in a daily note. It also warned that a failed vote could send bitcoin toward $73,000.

However, analysts believe bitcoin may not necessarily be the biggest beneficiary of a shift in regulatory expectations. Bitcoin already has comparatively established regulatory recognition, ETF access and institutional infrastructure, meaning some of the potential benefit from additional clarity may already be reflected in its market position.

Ether could have more room to respond because of the regulatory uncertainty that remains around Ethereum-related activities. Zhang identified ETH as a potential relative winner because Ethereum plays a major role in stablecoins, decentralized finance and tokenized assets.

“If today's procedural vote passes smoothly, crypto assets like BTC and ETH will likely see an immediate, direct positive reaction, but the market will soon begin hunting for assets that genuinely benefit from the shifting regulatory framework,” Sun told CoinDesk.

SOL and XRP Could Also Benefit

Solana and XRP could gain from clearer boundaries between the U.S. Securities and Exchange Commission and Commodity Futures Trading Commission, according to Sun.

Greater regulatory certainty could potentially make it easier for institutions to assess these networks and develop products around their respective ecosystems. XRP could see a particularly strong reaction, Zhang said, although part of the anticipated regulatory benefit may already be reflected in its price. That means the Senate vote could become less about whether crypto rises broadly and more about which assets traders believe stand to gain most from a clearer U.S. market structure.

DeFi Tokens Could Offer a Higher-Beta Reaction

The potential impact would not necessarily stop with major Layer-1 cryptocurrencies.

Zhang and Sun pointed to decentralized-finance tokens such as Uniswap's UNI and Aave's AAVE as higher-beta plays if the legislation provides greater clarity around non-custodial software developers and decentralized protocols.

In simple terms, higher-beta assets can experience larger price movements than the broader market. That makes UNI and AAVE potentially more sensitive to regulatory headlines, but also means their reactions could reverse quickly if traders determine that the legislation does not provide the expected protections.

The distinction between a genuine regulatory repricing and a short-lived headline trade will therefore be important.

What Would Confirm a Sustainable Rally?

Zhang cautioned that a positive Senate vote alone would not prove that the market has entered a lasting uptrend.

A brief price spike followed by a rapid decline would suggest that traders were reacting primarily to the headline. A more durable move would require several signals to develop at the same time.

Those signals include ETH outperforming BTC, sustained strength in UNI and AAVE, increasing spot-market volume rather than activity driven primarily by leveraged futures, and continued follow-through across several trading sessions.

This distinction matters because a procedural vote is only one step in a lengthy legislative process. Even if the Senate advances the bill, investors would still need to assess subsequent negotiations, amendments and the possibility of final passage.

Bitcoin Faces a Separate Technical Test

The regulatory catalyst is arriving while bitcoin faces an important technical level.

Galaxy Research has highlighted the 50-week simple moving average as a major ceiling during the current bear-market phase. Its research notes that the 50-week average has historically acted as resistance during several bitcoin bear markets, while a successful reclaim has often provided evidence that a market bottom may have formed. Galaxy's analysis also noted that bitcoin had repeatedly struggled to reclaim the 50-week moving average during the current market episode. The research described the level as a key dividing line between continued weakness and a potential shift in market structure.

That makes Tuesday's Senate event particularly interesting for traders: a fundamental regulatory catalyst is arriving at the same time that BTC is approaching a technically significant resistance area.

Fed Decision Could Complicate the Reaction

Regulatory optimism is not the only factor facing crypto markets this week.

Sun warned that macroeconomic conditions could offset a positive reaction to the CLARITY Act. The Federal Reserve's interest-rate decision on Wednesday could influence liquidity conditions and determine whether a regulatory-driven rally has enough support to continue.

If the Fed delivers a more restrictive signal, tighter financial conditions could weaken risk appetite even if the Senate advances the legislation. Conversely, a more favorable macro backdrop could give any regulatory rally greater room to develop.

The immediate Senate vote should therefore be viewed as one catalyst within a broader market environment rather than a guaranteed turning point.

What the CLARITY Vote Means for Crypto

A successful outcome could initially lift BTC and ETH, while traders may then rotate toward assets such as SOL, XRP, UNI and AAVE that could have greater sensitivity to changes in the U.S. regulatory framework.

For the market, the more important question may come after the initial headline reaction: whether trading volume, relative performance and price strength persist long enough to demonstrate that investors are actually repricing crypto's regulatory outlook rather than simply trading the news.
